At December 2017 the position with Core Strategies/Local Plans in Gloucestershire is:
Forest of Dean District
Following the adoption of the Core Strategy and the Cinderford Northern Quarter Area Action Plan in February 2012, much of the 2005 Local Plan has been superseded and is no longer part of the Development Plan. The Planning Policies that have been prepared by the Forest of Dean District Council and are now in force are:
- Core Strategy Adopted Version, February 2012
- Policies in the old 2005 Local Plan (as saved in 2008) - most policies which allocate or identify land are still in force
- Cinderford Northern Quarter Area Action Plan, Adopted February 2012
An Allocations Development Plan Document is now in preparation and is at examination.
Stroud District
The new Local Plan was adopted on 19th November 2015 and replaces the 2005 Local Plan entirely. The Plan provides a planning policy framework for the District for the period up to 2031.
Work has begun on a review of the Local Plan: public consultation on an issues and options report is anticipated before the end of 2017.
Cotswold District
Preferred Development Strategy, complete May 2013; Site allocations, public consultation, January - February 2015; Development Management Policies, public consultation, November 2015; Submission Draft consultation (Regulation 19 consultation), June 2016
The Plan has been submitted to the Secretary of State for Communities and Local Government for Examination. The Plan relates to the whole District and will provide a strategy for delivering growth for Cotswold District up to 2031.
Gloucester, Cheltenham and Tewkesbury Joint Core Strategy (JCS)
The process to develop a Joint Core Stategy for the three local authorities has proved difficult and protracted. The Strategy was finally submitted to the Secretary of State for Communities and Local Government for Examination in November 2014. The Examination began in May 2015. The Inspector's Interim Report was published in May 2016. In March 2017, the local authorities consulted on modifications to the Strategy to meet the requirements of the Inspector as set out in her Interim Report. Examination hearing on the modifications took place in July 2017. The Inspector's final report was issued on 26th October 2017. The Inspector has judged that the JCS is now "sound" subject to an early review of housing provision in Gloucester City and Tewkesbury Borough. All three local authorities have accepted the Inspector's final report and the JCS is at last adopted.
The JCS covers the period to 2031. Separate, more detailed Local Plans are being prepared by Gloucester City, Cheltenham Borough and Tewkesbury Borough Councils. These will need to be in conformity with the JCS and can now be completed.
Cheltenham Borough agreed the Pre-Submission Cheltenham Local Plan on 11 December 2017. The Cheltenham Local Plan will be subject to Examination by the Secretary of State in 2018.
The Draft Gloucester City Plan was consulted on in January and February 2017 and once modified will be published as the Pre-Submission Local Plan which will then be subject to Examination.
The Tewkesbury Borough Plan Draft for Consultation is due to be published in Spring 2018 when it will then go out for consultation.
